YouTube announced in September 2021 that in accordance with the company's new rules concerning mobile live streaming, a person who has less than 1,000 subscribers can no longer view their videos on a mobile device. That policy allowed people with a new YouTube channel to set up livestreaming using their mobile device with some guardrails in place.

Another guardrail is to prevent people who are using mobile devices from watching live video hosted on small channels to prevent abuse and limit those who seek to quickly disseminate harmful information. The policy applies to all platforms on which streams are posted, no matter whether they are moderate or abusive.

One of the platforms' guardrails is to restrict channel subscriptions on live broadcasts on mobile to eliminate abuse and prevent the spread of harmful or offense content. This policy exists across the whole platform, so even if a specific live stream is not abusive or spreading offensive content, this message will be displayed to viewers on smaller channels if they do not have more than a thousand subscribers.

But YouTube has always required users to develop channels and build a collection of content on the platform before they could access it for certain tools. For YouTube, this ensures the platform is not being used inappropriately.

And also it's likely that another element of the corporate policy is that it prevents fly-by-night channels from illegally streaming copyrighted content, like the Olympics or a new film.

The simple fact of the warning is ambiguous. It doesn't specify the duration of your ban. The user might interpret the fact that they have subscribed to a channel as the signal to begin watching instantly. YouTube is aware the issue.
